This project characterizes and assesses the greenhouse gas (GHG) emissions associated with the integration of offshore wind energy into California electricity markets. Due to the deep waters off the California coast, floating offshore wind platforms are the most likely development technology rather than fixed-bottom structures. The specific project objectives are:

  1. Conduct a life cycle assessment (LCA) of the overall GHG emissions of a representative floating offshore wind project in California, including manufacturing of wind farm components, installation, operation, and decommissioning.

  2. Assess and discuss offshore wind emissions in the context of California GHG emission reduction targets and air quality standards.

  3. Discuss and present policy recommendations that would facilitate offshore wind development in California.
